Stair, Gate and Handrail to MOM Standards – Details That Fail
We've installed mezzanines in over 150 Singapore warehouses, factories and 3PL facilities. The structure itself — the steel columns, the deck, the load rating — rarely fails inspection. What does fail? The stairs, the safety gates, and the handrails. Not because the standards are obscure, but because these details demand fabrication and installation discipline that many contractors skip.
When MOM or your appointed safety auditor walks the site, they're checking the same things we've been pulled up on in our early projects, and the same things we now measure twice before we weld. Here's what actually causes delays, rework, and re-inspection fees — and how we handle it on every mezzanine job we take on.
Why Stairs, Gates and Handrails Fail MOM Inspection More Often Than the Structure
The mezzanine floor itself is engineered, load-tested, and usually PE-stamped if required. The structural calculations are submitted to BCA, the deck deflection is within tolerance, and the columns are anchored to slab. That part is straightforward.
But stairs, gates and handrails are fabricated components installed on-site, often by different crew members, sometimes adjusted in the field to fit the actual floor-to-floor height or to clear a nearby rack upright. That's where inconsistency creeps in. A 5 mm difference in riser height across ten steps. A gate that swings the wrong way. A handrail that terminates 50 mm short of the top landing. None of these will cause a collapse, but all of them will fail a Ministry of Manpower workplace safety inspection under the Workplace Safety and Health (General Provisions) Regulations.
We've had inspectors red-flag projects for:
- Stair riser height varying by more than 6 mm between steps
- Tread depth inconsistent or too narrow
- Handrail height outside the 900–1,000 mm range measured from the nosing
- Handrail not continuous, or terminating before the last riser
- Safety gate opening inward onto the platform instead of outward or sliding
- Gate not self-closing, or latch not functioning
- Toe-boards missing or too short (less than 150 mm)
- Mid-rail gaps exceeding 470 mm vertically
These aren't design errors. They're execution errors. And because they're often spotted only at final inspection, they trigger rework, re-inspection appointments, and delayed handover — sometimes two to three weeks if the inspector's calendar is full.
What MOM Actually Checks: Stair Geometry and Handrail Continuity
MOM inspectors carry a tape measure, a spirit level, and a copy of SS 555 (Code of Practice for Stairways). The first thing they do is measure the riser height and tread depth on every step.
Riser Height Consistency
The maximum riser height is typically 190 mm for industrial access stairs (some guidelines allow up to 200 mm, but we design to 190 mm to stay comfortably within tolerance). More importantly, the variation between risers must not exceed 6 mm across the entire flight. If your floor-to-floor height is 3,600 mm and you fabricate 19 risers at 189 mm each, that's fine — but if one riser ends up at 195 mm because the stringer was cut inconsistently or the top landing wasn't level, that's a fail.
We've seen contractors try to "adjust" the top step on-site by shimming or grinding. It never works cleanly. The correct approach is to measure the actual slab-to-deck height after the mezzanine columns are installed and the deck is levelled, then fabricate the stair stringers to match. We do this on every job. The stair is always the last steel component we fabricate, because it's the only one that must match the as-built floor-to-floor dimension, not the drawing.
Tread Depth and Nosing
Minimum going (tread depth) is 225 mm for industrial stairs. We typically use 250 mm for comfort and to reduce trip risk when workers are carrying boxes or tools. The nosing (front edge of the tread) should be clearly defined — either with a contrasting strip or a raised edge — so it's visible in low light. We use chequerplate with a welded nosing bar, hot-dip galvanised.
Handrail Height and Termination
Handrail height must be between 900 mm and 1,000 mm, measured vertically from the nosing of the tread, not from the back of the tread. That's a common mistake: if you measure from the rear of the tread, your handrail will read 50 mm too low at the nosing, and the inspector will flag it.
The handrail must also be continuous along the entire flight and must extend at least 300 mm beyond the top and bottom nosing (horizontally). It must terminate in a way that doesn't create a catching hazard — we usually return the rail into the wall or post, or terminate with a downward scroll if space allows.
We've been asked to rework handrails that stopped exactly at the top landing, with no extension. Technically compliant with the 300 mm rule if measured horizontally from the last riser, but functionally unsafe if someone is stepping up and reaching for support. The inspector used discretion and asked for an extension. We added it. No argument.
Mid-Rails and Toe-Boards
Any vertical gap in the guarding must not exceed 470 mm. That means if you have a top rail at 1,000 mm and a toe-board at 150 mm, you need at least one mid-rail. We usually run two mid-rails for visual balance and to reduce the risk of materials or tools sliding through.
Toe-boards must be at least 150 mm high, continuous, and fixed securely to the posts or stringers. We weld them. Some contractors use bolted angle — that's fine if it's rigid, but we've seen bolted toe-boards come loose after a few months of forklift traffic nearby. Welding is more effort up-front, but it doesn't come back.
Safety Gates: Swing Direction, Self-Closing Mechanism and Latch Function
If your mezzanine has a goods lift, a pallet drop zone, or any edge where a pallet jack might reverse into open space, MOM expects a safety gate. The gate itself is simple — a frame with infill mesh or bar, hinged on one side. But the details matter.
Swing Direction
The gate must not swing inward over the platform edge. If it swings inward, someone could open it, step through, and fall while the gate is still open behind them. The gate should either swing outward (away from the edge), or slide, or lift. We default to outward-swing or sliding, depending on space and traffic flow.
Self-Closing and Latching
The gate must be self-closing — usually via a spring hinge or a counterweight system. It must also latch automatically when closed, without requiring the user to turn a handle or lift a bolt. The latch must be easy to operate from the approach side (so workers carrying goods can push through with a shoulder or elbow), but it must not be possible to accidentally unlatch from the other side.
We use industrial spring hinges rated for at least 10,000 cycles, and we adjust the closing speed on-site so the gate doesn't slam (injury risk) but also doesn't hang open (defeat the purpose). The inspector will manually test the gate: open it, let it go, and watch whether it closes and latches on its own. If it doesn't, it fails.
Height and Infill
The top rail of the gate should align with the adjacent handrail height (900–1,000 mm). The infill must prevent a 470 mm sphere from passing through, same as the mezzanine edge guarding.
We've been asked to retrofit gates on older mezzanines where the original installer used chain barriers or simple swing bars. Those no longer meet current MOM standards if the facility undergoes a safety audit or changes use. We remove the chain and install a proper gate with self-closing hinges, infill mesh, and a latch. It's a half-day job, but it's the only compliant solution.
How We Design and Fabricate Stairs, Gates and Handrails to Pass First-Time
We don't wait for the inspector to tell us what's wrong. We design these components into the mezzanine package from the start, and we measure every installation before we call for inspection.
Site Survey Before Fabrication
We measure the slab level at the proposed stair location, check for any floor slope (common in older warehouses), and confirm the exact height from finished floor to mezzanine deck after columns and beams are installed. Only then do we cut the stair stringers. This eliminates riser variation caused by guessing the floor-to-floor height from a drawing.
Jig-Welded Stringers
We fabricate stair stringers in a welding jig to ensure every riser and tread bracket is positioned identically. The stringers are tack-welded in the jig, checked with a square and tape, then fully welded and ground smooth. Both stringers for one flight are done in the same jig setup, so there's no left-right inconsistency.
Pre-Assembly and Test-Fit
Where possible, we pre-assemble the stair, handrail and gate in the workshop, measure every dimension against the checklist, then disassemble and deliver to site. This catches issues like handrail termination, mid-rail spacing, and gate swing clearance before the installation crew is on-site with a welder and a deadline.
Final Check Before Inspection
After installation, we walk the mezzanine with a tape measure and a copy of the SS 555 checklist. We measure riser height on every step, handrail height at three points per flight, gate swing clearance, latch function, and toe-board continuity. If anything is out of tolerance, we fix it before we notify the client that the structure is ready for their appointed safety auditor or MOM inspection.
This process adds half a day to the installation schedule, but it's eliminated re-inspection rework on our last 40+ mezzanine projects.
When You Should Walk the Site with Your Contractor Before Fabrication Starts
If you're the facility manager or warehouse operator commissioning a mezzanine, the single most useful thing you can do is walk the proposed stair and gate locations with your contractor before they start fabricating. Not after the columns are up. Before.
Check:
- Is there enough clearance for the stair pitch and landing?
- Will the gate swing clear of nearby racking, walls or columns?
- Is the floor level, or will the stringer need to be custom-cut to match a slope?
- Is there a plan for the handrail to terminate properly, or will it dead-end into a rack upright?
We've done site meetings where the client realised, mid-walkthrough, that the planned stair location would block a fire exit or interfere with a new conveyor line. Catching that before fabrication saves weeks and thousands of dollars.
What to Do If Your Existing Mezzanine Stairs or Gates Were Red-Flagged
If you've just had an inspection fail, the inspector will issue a notice listing the non-conformances. Common ones we've been called in to fix:
- Inconsistent riser height: We either rebuild the stair stringers or, if the variation is small, adjust the top landing or bottom mounting plate to level out the error across all steps.
- Handrail too low or terminating early: We cut and re-weld the handrail posts to the correct height, or extend the rail with a welded splice and repaint.
- Gate not self-closing: We retrofit spring hinges and adjust or replace the latch.
- Missing mid-rail or toe-board: We weld in the missing components, match the finish, and repaint.
Most of these fixes can be done within one or two days if the inspector's checklist is specific. The re-inspection appointment is the longer wait — sometimes two weeks depending on the auditor's schedule.
If the original installer is no longer responsive or if the structure was a DIY build, we can take over the rectification, provide a written compliance report, and coordinate the re-inspection. We've done this for a dozen facilities over the past three years.
Frequently Asked Questions
Does every mezzanine need MOM-compliant stairs and gates, or only certain types?
If workers access the mezzanine as part of their normal duties, and the mezzanine is in a workplace regulated under the Workplace Safety and Health Act, then yes — stairs, handrails and edge protection must meet MOM standards. This applies to warehouses, factories, workshops and retail back-of-house areas. If the mezzanine is purely for storage and accessed only occasionally by trained personnel using a ladder, some leeway exists, but we always design to full compliance to avoid future issues if use changes.
Can I use a ladder or alternating-tread stair instead of a full staircase to save space?
Ladders are only acceptable for emergency egress or very infrequent access (e.g., rooftop plant access). For daily operational access, MOM expects a compliant staircase. Alternating-tread stairs (paddle stairs) are allowed in some jurisdictions for space-constrained industrial settings, but in Singapore we've found that inspectors prefer a standard stair unless space genuinely does not allow it. If you're tight on space, consider a switchback or spiral stair — we've installed both, and both can be designed to meet riser, tread and handrail requirements.
What happens if my existing mezzanine has a chain barrier instead of a gate?
Chain barriers were common ten or fifteen years ago, but they're no longer considered adequate fall protection under current WSH guidelines if the edge is a high-traffic goods loading area. If your facility undergoes a safety audit — especially if you're renewing your bizSAFE certification or if there's been a near-miss incident — the auditor may require you to upgrade to a self-closing gate with infill and a latch. We retrofit these regularly; it's a one-day job per gate, and we can usually match the existing handrail finish so it doesn't look patched.
How much does it cost to rectify stairs or gates that failed inspection?
Cost depends on what needs fixing. Adjusting a handrail height or adding a mid-rail might be $300–$600. Rebuilding stair stringers because the risers are inconsistent could be $2,000–$4,000 depending on the flight length and whether we need to hot-dip galvanise the new components. Retrofitting a self-closing gate with latch and spring hinges is typically $800–$1,500. We'll inspect the non-conformance notice, visit the site, and give you a fixed-price quote for the rectification work and the re-inspection coordination.
Do you handle the MOM inspection appointment, or does the client need to arrange that?
MOM doesn't directly inspect most commercial mezzanines unless there's been an accident. What usually happens is your workplace safety officer, your appointed safety auditor, or your bizSAFE assessor conducts the inspection as part of your facility's WSH compliance program. We don't arrange that appointment — you or your safety officer does — but we'll walk the structure with the auditor if requested, provide load certificates and fabrication records, and rectify any findings on the spot if possible. For mezzanines that require PE endorsement and BCA submission (typically larger structures or those in buildings with mixed use), we coordinate the BCA submission process and provide all structural documentation.
