Storing Dangerous Goods on Racking: What Actually Changes

Most warehouse fit-outs happen in this order: take the unit, work out the racking layout, install, start moving stock in. Somewhere around step four, someone mentions that a proportion of what is being stored is flammable, and the whole thing has to be unpicked.

Storage of dangerous goods and flammable materials in Singapore is licensed above threshold quantities, and the conditions attached to that licence — not a racking catalogue, and not the cubic metres your layout produces — decide how the storage is arranged. If any part of your inventory falls into that category, the racking is close to the last decision, not the first.

This is what actually changes, and why finding out late is so expensive.

The order that avoids the problem

One paragraph, because it is most of the value of this article.

Establish what you are storing and in what quantities. Establish whether that requires a licence, and obtain the conditions that will apply. Give those conditions to whoever is designing the racking, before a layout is drawn. Then design. The layout drawing then becomes part of the submission rather than something that has to be revised because of it.

Done the other way round, a racking layout is a sunk cost that constrains a licensing application, and the application wins every time.

1. Segregation is a layout constraint, not a labelling exercise

Incompatible materials cannot simply occupy different shelves of the same rack. Depending on what they are, they need separation — distance, a barrier, or a separate area entirely.

That lands on the layout in a way people do not anticipate. A run of selective racking is a continuous structure; if two classes cannot sit near each other, you are not choosing different bays, you are choosing different runs, with the aisle or the separation between them. On a small unit that can remove a surprising proportion of the storage you thought you had bought.

It also removes flexibility later. Ordinary racking lets you re-slot as the inventory changes. A segregated layout does not: the position of a class is fixed by the design, and moving it is a change to the arrangement rather than a Tuesday morning decision by the warehouse supervisor.

2. The sprinkler design starts dictating your beam levels

This is the interaction that surprises even experienced warehouse people.

Where the fire protection design calls for in-rack sprinklers, the sprinkler lines sit at defined levels within the racking. That means your beam elevations are no longer set purely by pallet heights and lift capability — they have to coordinate with where the pipework and heads must go.

Set the beam levels first and you may find the sprinkler design does not fit the rack you have installed. That is not a small adjustment. Beam levels determine how many levels you get, which determines your entire storage capacity, which is the number the whole business case was built on.

The same logic applies above the rack: clearance between the top of stored goods and the ceiling sprinklers is part of the approval, not a nicety. We have written about that separately in sprinkler clearance and racking approval, and it is worth reading alongside this.

3. Decking: this is where solid panels stop being an option

In ordinary warehousing, decking choice is mostly about what you are storing and what it costs — steel panel, wire mesh or chipboard, each with its case.

Under a sprinklered fire protection design that logic changes, because a solid deck blocks water. Wire mesh decking allows sprinkler discharge to pass down through the levels; a solid steel panel or a chipboard board does not, and a rack full of solid decks is effectively a stack of umbrellas over the goods below.

So a decision that is normally about durability and cost becomes a fire protection decision. If someone quotes you solid decking for a sprinklered high-hazard storage area without raising this, that is a real signal about the quotation. The trade-offs between the three materials are in racking decking: steel panel, wire mesh or chipboard.

4. Containment, and the fact that a standard bay has none

Beam-and-decking racking is an open structure. Anything that leaks on level three arrives on level two, then on the floor, then in the aisle, then at the nearest drain.

Where spill containment is required, it has to be designed in: a bunded floor area, bunded or tray-fitted shelving, or a dedicated store. None of that comes as standard, and none of it can be added convincingly to an installed run of ordinary racking. Retro-fitting containment usually means replacing the storage in that area rather than modifying it.

5. Ventilation and electrical fittings move things around

A store area for flammable materials may require mechanical ventilation and appropriate electrical fittings within the classified area.

Both interact with the racking, and both are usually designed by someone who has never seen the rack drawing. Ventilation needs a path — a solid wall of racking against the very wall the extract was designed to sit on is a classic and avoidable clash. Lighting and small power have to end up where they are permitted and where they still light the aisles, which is a coordination question between the electrical contractor and the racking layout, not a decision either can take alone.

Neither of these is difficult. Both are expensive once the racking is standing.

6. Your height may be capped by the fire design, not the roof

Every warehouse enquiry begins with clear height, because clear height is the cheapest capacity there is. Where a high-hazard fire protection design applies, the practical storage height may be limited by that design rather than by the building.

Which means the useful question when viewing a unit is not "how high is it", but "how high may I actually store, given what I am storing". Those are frequently different numbers, and only one of them is on the agent's brochure.

7. Below the threshold, the lease and the insurer still have views

Plenty of operations hold small quantities — cleaning chemicals, aerosols, paint, solvents, fuel for equipment — that never reach a licensing threshold. Two other parties still care.

The landlord. Many industrial tenancy agreements restrict or prohibit the storage of flammable or hazardous materials outright, regardless of quantity. That is a clause worth reading before you sign, not after your first delivery. It sits alongside the other clauses that quietly constrain a racking design — see racking in a leased warehouse.

The insurer. Storage arrangements are part of what is disclosed, and a change in what you store or how it is racked can matter at claim time. It costs one email to confirm and is a bad thing to discover afterwards.

What to have ready before you ask anyone to design a layout

  1. What you are storing, by class and quantity, including the things nobody thinks of as stock — aerosols, cleaning chemicals, equipment fuel.
  2. Whether a licence applies, and if so the conditions that will attach to it.
  3. The fire protection design for the unit: is it sprinklered, and to what arrangement.
  4. The tenancy clauses on hazardous and flammable storage.
  5. The clear height and the sprinkler positions, measured to the lowest obstruction rather than the roof.
  6. Who is coordinating the racking layout with the mechanical and electrical design. Somebody has to be named, or the clash surfaces on installation day.

The short version

If any part of your inventory is flammable or classified, the licence conditions and the fire protection design decide the racking, not the other way round. Segregation removes usable positions and fixes them in place. In-rack sprinklers dictate beam levels, which dictate capacity. Solid decking stops being a free choice, because it blocks water. Containment cannot be retro-fitted convincingly. Ventilation and electrical fittings clash with rack runs unless someone coordinates them. And your storage height may be capped by the fire design rather than the roof. Get the conditions first, then draw the layout — that single reordering is the whole difference between a straightforward installation and an expensive re-do.

Why would in-rack sprinklers change my storage capacity?
